[PATCH 1/1] mc: add PACKAGECONFIG for util-linux

Fixed:
mc-4.8.14: mc rdepends on util-linux-libmount, but it isn't a build dependency? [build-deps]

And enable it by default as Ross suggested.

A similar but more basic (just adding util-linux as a build dep) patch was
merged as c158cdd.  If you want it to be a packageconfig then please rebase.
