Does svnserve still exist? I can't find it anywhere and also the trend has
gone away from plain TCP connections for such things (ssh wrappers is the
usual way for version control) as well as svn generally being replaced by git.
Is there any reason to keep this?
I'll start sending PRs to remove things after giving some time for mailing
list comments.

Our Gentoo package for subversion still supports it. I don't know how
many users it has.

I have to admit that I found the svnserve program, on my own workstation. I
was looking for a separate package or source repository but it's part of the
"subversion" package. So we should keep this policy for now.
