Hi SPDK team,
I posted a patch as https://review.gerrithub.io/#/c/405911/ to work around
the case that single SPDK application occupies all IOAT copy engines. This
patch is to provide whitelist to DPDK EAL and the whitelist can be
enumerated on Global section of config file.
Please review this patch and share your feedback.
