The AT91RM9200 Development Kits by default have a startup program in the
internal 128k of rom. Is there any way to place U-Boot in the internal ROM?
Basically, how do I replace the default first level boot on the AT91RM9200
chip?

What do you have in mind? A software based ROM to RAM converter?

You don't replace anything in a ROM chip. You manufacture them with
the contents you want to have them. So you'll need to ask ATMEL
if they manufacture a chip for you.
