Constants is kind of weird here, and this just makes the reader jump
through more hoops to figure out the value for little gain.
How about more clarity at cost of a bit of repetition:

The use of enum seems questionable. Rest of spec except for sound uses
#define which while not documented is at least an english word.
I'd say it is easier to convert sound for consistency.

It's also used for gpu, input, and crypto.

I'm not opposed to introducing defines for bits, but wouldn't it be
easier to say that the following bits can be set, then define the bits,
and then explain what the bits mean? Just in case we come up with
something in the future that needs another bit.

I think Cornelia's point is that from the "is one of the following 
constants" sentence it looks like only one of these flags can be set.
Instead both of them could be set together, and I guess this is the most 
frequent use case.
