Hi,
The other day I went to my friend's company where her local LAN IP
was 37.0.0.8 I was pretty shocked since that IP is not for internal
use. So, I asked her system admin about it and he muttered something
about classless IP range and went off. Was he right in giving such a
range to internal IPs?
Also, the netmask was 255.255.255.0 and the default gateway was
37.0.1.x. Is this weird too?

http://www.iana.org/assignments/ipv4-address-space
says 37.0.0.0/8 is "Reserved".
To me, that means they can assign it when, and to whom, they wish; but
that for now it is not a real internet IP block.
While nobody forces an admin to use a non-routable ("Private Use") IP,
it makes me wonder what that guy is up to. My firewall DROPs all IANA
Reserved networks.
