Full ack. It's a clock consumer who wants to decide the rounding
strategy, not the clock itself and for sure not a specific entity of the
clock tree. CLK_DIVIDER_ROUND_CLOSEST should be dropped.

Full ack. It's a clock consumer who wants to decide the rounding
strategy, not the clock itself and for sure not a specific entity of the
clock tree. CLK_DIVIDER_ROUND_CLOSEST should be dropped.
