[wireless-regdb] Updates for the regulatory rules for Bulgaria

Hello,

There seem to be discrepancies between the current regulatory
rules for Bulgaria (BG) and what has been mandated by the
Communications Regulation Commission.

First, the maximum e.i.r.p. for all the bands in the 5170 MHz to
5710 MHz range seems to be 3 dBm lower than what's permitted by
the CRC. This change was introduced with commit
236efecf6685f917baa26aa0108b1eebce910bf3 and is attributed to
QCA's regulatory team's efforts. I'd be grateful if the QCA
regulatory team reviews my patch just in case I'm missing
something.

Here's what I'm getting from the CRC's EU-harmonized frequency
list[1]:

WDTS 2400-2483.5 MHz
100 mW maximum e.i.r.p.
10 mW/MHz maximum e.i.r.p. spectral density

WAS/RLANs 5470-5725 MHz
1 W maximum mean e.i.r.p.
50 mW/MHz maximum spectral density of the mean e.i.r.p.
Comment: The devices must use TPC that ensures average reduction
of 3 dB of the maximum transmit power of the system. In case TPC
is not used, the maximum mean e.i.r.p and maximum density of the
mean e.i.r.p. are lowered by 3 dB.

WAS/RLANs 5150-5250 MHz
200 mW maximum mean e.i.r.p.
10 mW/MHz maximum spectral density of the mean e.i.r.p.

WAS/RLANs 5250-5350 MHz
200 mW maximum mean e.i.r.p.
10 mW/MHz maximum spectral density of the mean e.i.r.p.
Comment: The devices must use TPC that ensures average reduction
of 3 dB of the maximum transmit power of the system. In case TPC
is not used, the maximum mean e.i.r.p and maximum density of the
mean e.i.r.p. are lowered by 3 dB.

Second, the CRC mandates that the 60 GHz RLAN frequencies are
only for indoor use. As a side note, the last version of the ETSI
EN 302 561 standard mandates that the appropriate National
Administrations are to state the maximum permitted output power,
which as I see it is in conflict with the current state of most
of the regdb, at least concerning the EU countries.

Just got a confirmation from the CRC that conformance to the EN 300 440-2
requires conformance to the EN 300 440-1 and the e.i.r.p. value in their list is
taken from the 300 440-1. Will update the patch accordingly.

Here's the relevant quote from 300 440-2:

This is almost certainly because these frequencies require transmit
power control. We drop the TX power limits by half (i.e. 3 dB) when TPC
is required on account of not supporting TPC.

I'll reply below about individual changes instead of in the patch.
Unfortunately the documents linked to didn't translate well for me.

This is the same as what's already in the database. Your change just
converts the eirp from dBm to mW, which isn't really of any benefit.

This explains the 3 dB attenuation in the database ;-)

So we need to cut the eirp in your patch in half, and at that point all
you've done is again to convert it to mW.

If this range doesn't require TPC then it could be bumped up to 200 mW
(23 dBm).

Again, we need to keep the 3 dB drop so the value in the database is
already correct.

If that's the case then adding NO-OUTDOOR does seem appropriate.

You didn't mention 5725-5875 MHz here, but once again your change there
is only converting from dBm to mW.

So in sum, the only changes which should probably be made are to 1) bump
the power limit for 5150-5250 MHz to 23 dBm and 2) to add NO-OUTDOOR to
the 57000-66000 MHz rule.

I was under the impression that the underlying kernel infrastructure had support
for TPC. What I am observing is that hostapd automatically includes the Power
Constraint IE in beacons sent out on any channel with DFS enabled. The default
transmit power reduction is 3dBm.

This means that the TX power of any clients would be limited to 3dBm below the
TX power of the AP even though it's not required.

Would there be any merit in providing additional information regarding the TX
power and the target average TX power reduction for the system when TPC is
supported?

Yes, the CRC's list explicitly states that TPC is required in the 5250-5350 MHz
and 5470-5725 MHz bands and there's no further comments on the 5150-5250 MHz
band. EN 301 893 has the notes below for the 5150-5250 MHz band that could have
lead to the 3 dBm drop though, maybe linked to the AUTO-BW flag?

I changed the TX power values to mW to be consistent with what is stated in the
CRC's list. I'll resubmit the patch with the values in dBm and with the 3 dBm
drop for the 5250-5350 MHz and 5470-5725 MHz bands.

I'm frankly not certain about the status of kernel support, but my
impression was that some drivers might have some level of TPC support
but that it's not universal. I really haven't been keeping track of it
though.

However, even if there is universal TPC support in the kernel we still
lack any way to encode the TPC requirement for a given rule in the
database or inform the kernel about it.

It shouldn't be required for the AUTO-BW flag, so based on everything
I'm seeing here 23 dBm seems fine.

Great, thanks. I think you should be fine to bump up the 5150-5250 MHz
rule by 3 dBm as well. If someone knows a reason it shouldn't be raised
they can let us know.

When I looked at adding support for Linux, IIRC the status of affairs
was that it was complex, and iffy, and no one ever really implemented
it even on Windows / OSX so the adjustments were easier to make so
that's what people did.
