reparent_resources() is duplicated in arch/microblaze/pci/pci-common.c
and arch/powerpc/kernel/pci-common.c, so move it to kernel/resource.c
so that it's shared.

reparent_resources() is duplicated in arch/microblaze/pci/pci-common.c
and arch/powerpc/kernel/pci-common.c, so move it to kernel/resource.c
so that it's shared.
