Policycoreutils has translations associated with it. That is what the
po files directory, is. I am guessing you did this rebuild on a machine
without SELinux/Policycoreutils installed and it is complaining about no
translations.

SELinux and policycoreutils are installed, it is probably not the
version in the repo where I built this and got errors though.
When I built it updated all the po files, is this something that needs
to get checked in? How do I know it is doing the right thing?
