With KDE 4.5.1 and my GMA4500 (with kernel 2.6.36-rc6 and graphic stack
from git) desktop effects didn't work, even blacklisting blur and
lanczos. With kde 4.5.2 they finally work again (with blur and lanczos
disabled, of course), but only if I start kde with desktop effects OFF
and then I turn them on. If I start kde with desktop effects enabled it
hangs. If I enable and then disable the desktop effects it hangs too!
Am I the only one with these issues?

KWin 4.5.2 has nothing to do with it. I downgraded xf86-video-intel to
2.13 because of X hangs and the problems I described disappeared. Now it
behaves like KWin 4.5.1: it does not work at all.
Even with blur disabled there is an issue which makes it unusable: the K
menu (or the calendar in the systray) do NOT pop-up when I click on them.
