Suggest wording: "It is also valid to build libcacard if
!CONFIG_SOFTMMU, unlike everything that surrounds it." or so
(avoids "also *needed* if !CONFIG_SOFTMMU" which wrongly suggested to me
!CONFIG_SOFTMMU == CONFIG_USER_ONLY)
