Functions? Why can't you simply put
const QErrorStringTable qerror_table[NUMBER_OF_ERRORS];
into qapi-errors.h?
With a literal number instead of NUMBER_OF_ERRORS. If you suffer from
literal-phobia, you can also #define it instead.
