Add initial platform support for the P8700-F, a high-performance
multi-core RV64GC SoC with optional multi-cluster configuration and
hardware multithreading.

This patch introduces the initial platform code necessary to support
the P8700 CPU in U-Boot.

Add a GPIO driver for the Intel EG20T Platform Controller Hub, which
exposes a set of 12 GPIOs via PCI MMIO.

The driver implements basic GPIO operations (input/output direction,
value read/write, and function query) using the U-Boot driver model
infrastructure. It maps the required BAR1 region via `dm_pci_map_bar`
and uses internal registers to control pin state and direction.

This driver is required for platforms using EG20T, such as P8700-based
systems, to access GPIOs through the standard U-Boot DM GPIO framework.

Avoid writing to PCI_MEMORY_BASE and PCI_MEMORY_LIMIT registers for
bus 0, device 0 (the root bridge) in the Xilinx PCIe driver.

On platforms such as the MIPS Boston board, writing to these fields
results in incorrect values (e.g. base = 0x0, limit = 0x1600), which
causes Linux to fail PCIe memory space assignment.

As a result, Linux can boot successfully and probe the PCIe bus and
all connected devices on platforms like the MIPS Boston board.

Add optional PHY reset support via GPIO defined in the device tree.

Improve robustness by handling probe errors and falling back to the
environment-provided MAC address if no hardware MAC is found.

Although memreserve entries in an FDT are 64-bit aligned relative to the
start of the FDT, we cannot guarantee that the FDT itself is 64-bit aligned
in memory. This is especially common when using a FIT image, where the
alignment of the embedded DTB cannot be controlled.

On systems that do not support unaligned 64-bit memory accesses, this leads
to faults when accessing the memreserve section before the FDT is relocated.
To resolve this, copy the 64-bit values into suitably aligned on-stack
variables before accessing them.

Introduce the 'startharts' command for RISC-V targets, which prints
or executes commands to power up and reset all harts and jump to
0x80000000. The command supports optional cluster/core count and
immediate execution via the 'g' argument.

Could this file be converted to C language? Then it'll be easier to
maintain. I think nothing prevents this if you could put the
initialization off until harts_early_init().

a phandle.

The commit message is wrong. You cannot enable access to interrupt
controller with stub functions.

The IPI stuff, on RISC-V, is mostly used to boot HARTs into the
next-level firmware on SMP systems. As the platform does seem to contain
multiple HARTs (as indicated by the "startharts" command), they should
be implemented correctly.

I noticed the similar "display" command has been removed back to 2019
in commit 005a804d0f3 (cmd: remove unused `display` command,
2019-05-21).

To me, It doesn't seem a good idea to add it back, at least more
discussion is necessary for it.

Could the driver be implemented as a stdio device instead? And could it
be described in devicetree to avoid non-DM code as much as possible?

I noticed in OpenSBI, P8700 already implements HSM extension[1], which
means it's usually unnecessary to take care of SMP stuff in U-Boot. Do
you still want the new startharts command?

In summary, there are two possible solutions to support SMP for RISC-V
systems with U-Boot and OpenSBI with minimal effort, where SPL runs in M
mode and proper U-Boot runs in S mode,

1. Release all the HARTs in SPL stage. With SMP enabled in U-Boot SPL, a
   core is randomly picked to run the main part of U-Boot SPL, and the
   others simply spin and wait.

   When all the initialization and load are finished, an IPI message is
   sent to each spinning HART, releasing them to the next-level
   firmware's entry (OpenSBI here), see smp_call_function called in
   spl_opensbi.c.

   This is usually more appropriate when your platform releases all
   HARTs when powered up, in which case you could omit the code of
   releasing all HARTs to U-Boot SPL. This requires a proper
   implementation of IPI, and proper description of all HARTs in
   devicetree.

2. Implement SMP bring-up code totally in OpenSBI. U-Boot itself is
   expected to run in single thread, so it's unnecessary to bring up any
   cores in U-Boot.

   RISC-V SBI defines a HART-State-Management extension (HSM). You could
   implement HART bring-up code in OpenSBI, and expecting kernel (maybe
   Linux) brings up the rest HARTs through the extension.

Looking through the startharts command, P8700 does require manual steps
to release non-boot cores, which makes option 1 less appropriate since
it introduces more platform-specific code to U-Boot, while it has been
already implemented in OpenSBI, becoming some duplicated code.

I suggest moving to HSM extension entirely and avoiding introducing any
SMP code in U-Boot for your port. Or, if you still prefer to implement
it in U-Boot, please re-use the existing framework of bring up HARTs
(smp_call_function, proper IPI, etc.). This could definitely helps
code review and future maintenance.

Thank you for the review and suggestions! The code from 
p8700_platform_setup.S has been moved into a C implementation in the 
newer revision and the initialization is now handled from 
harts_early_init().

command is not appropriate. This has been addressed in v5, the display 
command changes were dropped.
