I've tested Wargame European Escalation and there is flickering while you play
and you select a "unit" to move.

I've tested it both with stock Ubuntu 13.10 image and Oibaf's ppa + 3.13-RC8

This is most likely a mesa bug rather than a kernel issue.  I'd suggesting
updating or downgrading your mesa packages.  For mesa issues, please file a bug
