We normally try to pass $(TARGET_CONFIGURE_OPTS) on the right hand side
of $(MAKE), and we pass $(TARGET_MAKE_ENV) on the left hand side of
make.

$(TARGET_MAKE_ENV) on the left hand side, and DESTDIR passed before
