(Side note: the kernel defines cpu_relax() as a simple barrier() for mips.) What's going on here ? Bug in the Makefile.in: install-local is invoked both directly from the install target, and from the install-recursive target. So with parallel build, the two invocations can race. That's what you get when you don't use automake :-) You can easily see it, even if you build non-parallel, the commands for install-icu are executed twice. The solution is simply to remove install-local from install, since install-recursive implies it. Note that this could just as well occur in the build step, since all and all-recursive also both invoke all-local.
