Like the other packages: this Config.in is useless, so it can be
dropped.

Same comment as on the gcc patch on whether
BR2_PACKAGE_HOST_TOOLCHAIN_BARE_METAL_BUILDROOT_ARCH should carry the
architecture name, or the full tuple. Preference for the latter on my
side.
