Decode VBT blocks 16,29,31 (Toggle List). There are three variants:
pre-IVB/IVB/HSW+ each of which define the device handle bitmasks
in slightly different ways.

Block 31 example output from HSW:
BDB block 31 (92 bytes, min 12 bytes) - Display toggle list (HSW+):
