[PATCH i-g-t 22/27] tools/intel_vbt_decode: Decode block 51 (Fixed Set Mode Table)

Decode VBT block block 51 (Fixed Set Mode Table). Seems useless.

Example output from ADL:
BDB block 51 (9 bytes, min 9 bytes) - Fixed set mode:
        0000: 33 09 00 00 00 00 00 00  00 00 00 00

        Enable: no (0x00)
        X Res: 0
        Y Res: 0
