  linux-firmware: Update AMD cpu microcode (2022-09-30 17:33:35 -0400)

Hi,

please disregard this pull request. The HuC team found a perf regression 
in 7.10.6, so they want us to use 7.10.3 instead. New PR with 7.10.3 
coming soon.
