Enabling features like FBC on platforms may depend on a plane's
maximum supported resolutions or some other arbitrary constant
values because of hw restrictions. Currently the helpers that
report a plane's max width and height are private to skl_plane
/ skl_universal_plane. Change the scope to golbal so that
this can be queried from other areas as well.

Restrictions to enable FBC based on fixed plane width and height
have been improving in newer platforms and eventualy may allow
the maximum plane size as per the platform resolution support.
Update the function which checks such a size restriction to have
the possibility to get the maximum plane width and height
compared rather than the hard coded values.

I don't see any benefit having this as a separate patch. You could just

Yeah. I had the same question. According to HAS, these lines limits
exists because of number of bits allocated to a factor tracked by the
hw.
And why I kept, the lines as 4096, because of the history of that value
being used in other platforms even though bspec has 4088. This specific
patch is mainly about the horizontal size, FBC can now support up to
the maximum width a platform supports. The vertical lines restriction
still holds as in the previous platforms. Historically it has been set
at 4096 in the driver. So I didn't want to change that. My assumption,
