I was debugging some unrelated local issue and noticed batch buffer building in
emit_wa_job() was very verbose (in generated code). I think it can be simplified
at not much cost.

Code just needs a large enough buffer and it doesn't even check. Lets
therefore simplify to one allocation path which is guaranteed to be as
least as big as the current ones.

I was debugging some unrelated issue and noticed the current code was
very verbose. We can improve it easily by using the more common batch
buffer building pattern.
