It depends. There are some special tools for generating traffic, but it's
often good enough to start a simple download (FTP or HTTP) and look at the
provided rate. What do you want to measure exactly? Describe the situation
if you feel that FTP or HTTP wouldn't suffice.

Try

gen_send and gen_recv provide a testbed for UDP variable length packet
generation, and metrics of bandwidth and packet loss.

The only drawback I see is that the logfiles are not updated in a timely
fashion so that one could apply periodic Bronc or other graphing tools
for rapid visualization.
