Add support for TXC PA12203001 als and proximity sensor.
Support for raw illuminance and proximity readings.

* Small style changes
* Merged the power_on and power_off functions into a single function
* Refactor the init function as suggested
* Small refactoring regarding the suspend and runtime suspend functions - avoided
some code duplication since they did the same thing
* Fixed error handling in read_raw - if regmap_read failed we did not power off the chip

Looking pretty good.
Only real point below is about not using devm_iio_device_register
because of races in the remove as a result.

Just about to turn the chip off with the userspace (and inkernel)
