rcu_all_qs() is defined for !CONFIG_PREEMPT_RCU but the declaration
is conditioned on CONFIG_PREEMPTION.

With CONFIG_PREEMPT_LAZY, CONFIG_PREEMPTION=y does not imply
CONFIG_PREEMPT_RCU=y.

Decouple the two.
