Mailing List Guidelines

Hi All,

In an effort to provide some guidance to people who use mailing lists 
I've created a short list of guidelines. Some of you may have seen parts 
of this in my previous "Jeff's Rules" posting.

Good job. I think this should be included in all server welcome messages. Do you mind if i use it for that purpose (Basicly copy and paste w/credit)
