The new firmware carries GMC commands over the same MCTP/NVDM transport
as the RPC path, under NVDM type 0x26 and with its own fixed header in
place of rpc_message_header_v. Add that header as GmcApiHeader, matching
Open RM's GMCAPI_HEADER, and the queue element that wraps it.
