[OE-core][PATCH] devtool/standard: avoid KeyError

The initial_revs["."] does not have an initial value, resulting
in the following error:

  KeyError: '.'

The problem could be reproduced by running:

  devtool modify -n systemd </path/to/my/local/systemd/repo>
