Well, if we want to do physical CPU hotplug on ARM/ARM64 (maybe years
later?),
then GIC add/remove is needed because we have to remove GIC
on the SoC too when we remove the physical CPU.

Well, if we want to do physical CPU hotplug on ARM/ARM64 (maybe years
