Hello Thomas, hello Borislav,

Rob reports a regression on his AMD Ryzen 3 1300X CPU that causes him
early boot failures when he does not specify "iommu=off" on the command
line. 

We have bisected the issue together [in the Arch Linux bugtracker][0]
and landed on the following commit as the culprit of the failure:

    f0551af02130 ("x86/topology: Ignore non-present APIC IDs in a present package")

We have also tried the latest mainline kernel (at the time) 6.10rc6 to
no avail, while 6.10rc7 with f0551af02130 reverted worked.

Rob is in CC and available for further debugging, but since we already
had an encounter on another bug report I tried to gather some
information which was relevant back then, which you can find attached to
this email:

- output of "cpuid"
- dmesg of a working boot
- output of "cat /sys/kernel/debug/x86/topo/cpus/*"
