Where are the source policy files for Fedora Core 2?  The source directory
"/etc/security/selinux/src/policy" appears to be missing from the install.

Thanks a lot. I will look on the source RPMS discs.  I'm hoping I can just
install a single source RPM to obtain the policy source files.

You need to install the source rpm's first :)  then the path will be valid.
