Hm, I'm not sure to see the problem with using docker-run and
out-of-tree build.

$ mkdir /tmp/foo
$ cd /tmp/foo
$ ~/buildroot/utils/docker-run make -C ~/buildroot O=$(pwd) qemu_arm_vexpress_defconfig
$ ~/buildroot/utils/docker-run make

and that's it?
