    Add a flag for RAS. If enabled, XE driver registers with
    drm_ras and exposes supported counters.

Define request/response structures and helper functions to query system
controller to get/clear counter values for CRI.

Integrate get-error-counter with xe_drm_ras.

Usage:

Query all error counters using ynl

Hook CRI get-counter support to xe_drm_ras to allow userspace to query
counters if supported. When userspace queries a drm_ras error counter,
fetch the latest counter value from system controller.

Integrate this with xe_drm_ras.

Usage :

Query all error counter value using ynl

Add a flag for RAS. If enabled, XE driver registers with
drm_ras and exposes supported counters.

Currently this is enabled for PVC and CRI.

These are general error codes. Why do you think it will not be useful to 
end user?
It could be an invalid error counter or a timedout operation.
