We do strip out the CTBs and GuC submission state machine will reply register H2G.

I agree this isn't ideal but this check is present for non-VFs. The
registration code is generic so if we had a protocol problem our CI
would quickly catch this on non-VFs. A fast request failure is fatal to
the KMD as we take down th CT and issue GT reset when this happens.
IMO we live with this limitation.
