First of all, this isn't a fallback path. Secondly, we treat the limits
for GICv3 and GICv5 differently. The GICv5 limit comes from a physical
limit in the hardware, but the GICv3 limit does not.

"KVM: arm64: gic-v5: Keep GICv5 vCPU limit model-specific" explicitly
makes sure that the two limits are treated differently for the
different GIC models.
