OK, yes, this would be an issue.

Following an offline discussion with Marc, I'm going to cap SPIs for
GICv5 at 1024 for the time being. This is a similar upper limit to what
we have for GICv3 under KVM, and this has so far not been an issue
there. If and when the need arises in the future, this could be bumped
up.
